Enables the radio to transmit ASTRO OTAR (Over-The-Air-Rekeying) information
for the current Trunking System.
OTAR transmissions include: Rekey Requests and Delayed Acks. 
The radio-user ability to initiate Rekey Requests must be CPS programmed.
When the Secure Operation field is set to "Hardware", and
when the OTAR Enable field is enabled, and
when the ASTRO OTAR Enable field is enabled, and
when the System Type is "ASTRO 25", and
when the ASTRO OTAR field is enabled. and
when the current Trunking System has a 
referenced
Data Profile, and
when the radio is model / option capable.
